RIA Legislative Priorities

The Restoration Industry Association (RIA) is dedicated to advocating for a regulatory environment that supports ethical business practices, emergency response readiness, and fair relationships between restorers, insurers, and consumers. Our legislative priorities help guide where we focus our attention, partnerships, and resources to best serve the interests of the restoration industry.

How Priorities Are Set

RIA’s legislative focus is determined through a collaborative process that ensures alignment with the evolving needs of restoration professionals. This includes:

  • Member Input – Regular surveys and direct feedback identify the most pressing issues for restoration companies.

  • Legislative Task Force Review – RIA's volunteer leaders assess and categorize issues to determine relevance and urgency.

  • RIA Board Oversight – The RIA Board of Directors reviews and approves advocacy direction to ensure it reflects RIA’s mission and industry goals.

This process ensures we remain responsive, strategic, and member-focused in our advocacy work.


Issues We Are Tracking

RIA is actively tracking, monitoring, and providing updates on a range of legislative and regulatory issues that may impact restoration professionals. These include:

  • Changes in laws or regulations that affect contractual relationships between restorers and their customers

  • Revisions to state insurance laws or regulations that impact the restoration process

  • Emergency licensing exemptions for out-of-state restorers responding to CAT events

  • Changes to consumer protection and home improvement laws that affect restoration services

  • General contractor licensing laws and their application to restoration professionals

  • Mold remediation licensing and regulation

  • Regulation of sanitizing and disinfecting services (e.g., COVID-19 or pathogen cleaning)

  • Rules related to household moving services and their impact on contents pack-outs

  • Regulations affecting crime scene and trauma clean-up

  • Preservation of emergency response capacity in price gouging legislation

  • Pesticide application licensing and how it may intersect with mold or sanitization work

  • Developments in assignment of benefits (AOB) laws and regulations

  • Fire and storm-chasing or solicitation restrictions
